Ashrafhanov told which topics will the Central Asian countries discuss before the end of the year
Extraordinary and plenipotentiary ambassador of Uzbekistan to Russia Bahrom Ashrafhanov announces several large-scale forums where the region’s countries will discuss the progress of previously reached agreements. “We have planned many events till the end of the year. For example, we have the summit of heads of the founder states of the International fund for saving the Aral Sea in August, and in autumn, representatives of transport sector including railway companies of the Shanghai Security Organization states. In late October we planned the first Central Asian Economic Forum and Forum of the region’s analytical centers”, the ambassador noted. He added that general issues and problems will be considered and discussed, as well as certain ideas for development of the region will be suggested at all of the events. The Central Asian Five will put forwards these initiatives at international level – on the platforms of CIS (Commonwealth of Independent States), SSO (Shanghai Security Organization) and UN. In addition, in the spring of 2019, Tashkent will hold the second consultative meeting of heads of states of Central Asia. It is expected that all leaders of the region including Turkmenistan’s president who could not participate at Astana meetings, will participate the meeting.
During an official visit of Shafkat Mirziyoyev to China, 105 bilateral documents were signed. An agreement to increase bilateral trade and economic relations up to 23 billion dollars by 2020 was reached. Moreover, China offered to modernize leading sectors of Uzbekistan including energy sector, oil refining, oil chemistry, agriculture, and modernization of electric stations. Undoubtedly, most part of this price will be materialized as investments of China to Uzbekistan. That means that huge markets will be required for sale of products produced by joint companies. The Astana summit did not yet grown to an economic union. However, it is clear that there are billions of Chinese investments behind the summit. Naturally, Russia does not like all these actions. Because Chine on one part is drawing the region towards its own whirlpool by economic support of Uzbekistan; on other part, holding of the summit in Kazakhstan and under auspices of Nazarbaev indicates that the summit is under political control of the USA. Unlike Karimov, Mirziyoyev is not eager for regional leadership. He opens ways to investments and pays most attention to economic side of an issue. Since Russia cannot suggest anything significant for this summit, it started to react by pressing on weak Kyrgyzstan, a Customs Union member state. Recent negative attitude towards Kyrgyz migrants in Russia might be a warning to the Kyrgyz part. Russia’s actions towards Kazakhstan might be different. Kazakhstan is a strategic state for Russia, as well as Ukraine. Kazakhstan has a transit importance, connecting Russia with Central Asia. Therefore, causing damage to Russia’s interests in Central Asia and increasing the roles of the USA and China in the region might turn back as a military threat from Russia. There are negotiations held on establishing transit way via Afghanistan. The project is promoted by the United States. Opening this transit way will destroy almost all interests of Russia in Central Asia. That is why, Kazakhstan is already concerned about its northern regions. Finally, it may be said that the Astana summit might be economically profitable. However, this “profit” will be primarily in interests of global leading states. They have nothing with our interests. In case of damaging interests of one of the above influential states in global politics, this state will try to destroy the strengths of the opponent state, even instigating a regional war and sacrificing hundreds of thousands of lives. Therefore, as long as the global system of Kufr is dominating over us, talking about cooperation profitable for us is nothing other than political populism!
