Former prime minister Jantoro Satybaldiev under arrest
State Committee for National Security (SCNS) arrested Jantoro Satybaldiev, former prime minister of Kyrgyzstan for corruption during modernization of Bishkek Termal Power Plant (TPP). The Committee put him in its temporary holding facility on June 18. The ex-prime minister is accused of “criminal participation” and “corruption” during modernization of Bishkek TPP. Jantoro Satybaldiev was Kyrgyzstan’s prime minister from 2012 to 2014. When he was a head of the government, he signed a credit agreement with Chinese Eximbank, which granted a credit of $386 million for modernization of Bishkek TPP. As a result, Kyrgyzstan will have to return almost half billion USD. The government is investigating the cost of modernization of the plant after the breakdown that happened on January 26, 2018. A parliamentarian committee, in its report on rationality of using the credit for TPP modernization, indicated that prices for purchased equipment were overpriced. The security services arrested several former high officials on cases related to Bishkek TPP. For example, ex-prime minister Sapar Isakov was arrested in early June – he is accused of corruption during modernization of the TPP. Later, the SCNS arrested Osmonbek Artykbaev, member of parliament and ex-minister of energy – he is accused of concluding disadvantageous contract with Chinese TBEA company that modernized the TPP.
After several years, Kyrgyzstan will start to pay back the debt to China. Large and rich states like China, when granting credits to Kyrgyzstan, know very well that high officials starting from the head of the state and ending with all representatives of the governing elite will steal these credits. Moreover, they are interested in such distribution of this money. Otherwise, they would not grant credits. Global donor-states and organizations granting credits do not intend to solve problems at all. On the contrary, they try to use this demand and try to give them so many debts that they will not be able to return them. Finally, in exchange, they will implement their interests in the country, the same as China took hundreds of acres of land from Tajikistan. In order to achieve it, countries getting credits should not use them efficiently. Therefore, large states, having influence on global politics, are not even interested where and how credits are spent, because they are not concerned whether they cannot get back the money. As international norms and laws, and arbitrary courts – all of them serve their interests. In addition, they keep these countries in very weak defense condition using international laws in order to apply even to military pressure. Regarding Kyrgyzstan, are they going to put everyone to prison?! However, new individuals also start stealing after coming to power and always oppress their predecessors. Meanwhile, Kyrgyzstan is still getting into debts. Consequently, if in international political and economic global system we will go in “corridor” established for such countries as ours, then we will never achieve political and economic welfare. As large states push our countries into debts by giving heavy debts and restrain from developing in order to keep their control over us. Because our development is their failure. Kyrgyzstan even develops its economic development programs in compliance with instructions of international kufr forces. It is the same as trusting cabbage to a goat.
